S profesorjem mednarodnega prava, z nekdanjim diplomatom Združenih narodov, ustanoviteljem ustanove Pustimo jim sanje za pomoč pri rehabilitaciji žrtev izraelskih napadov na Gazo in bivšim predsednikom Republike Slovenije se bomo pogovarjali o tem, zakaj mednarodna skupnost in Slovenija v 21. stoletju zgolj opazujeta, kako se izvršuje genocid v Gazi in stopnjujejo kršitve mednarodnega prava v celotni Palestini – tudi po prelomnih odločitvah Meddržavnega sodišča. Skupni pogovor s prof. dr. Danilom Türkom prek internetne povezave bo uvod v razpravo, ki bo sledila s sogovorniki v živo.

Danilo Türk is professor of international law, he was the UN Assistant Secretary General for Political Affairs, has founded the Let Them Dream Foundation to help with rehabilitation of the victims of Israeli attacks on Gaza and was the president of the Republic of Slovenia. Together we will discuss the calm inaction of the international community and Slovenia as a genocide is happening in Gaza and violations of international law are mounting in Palestine – even after the groundbreaking decision by teh International Court of Justice. The conversation will happen online as an introduction to a discussion that will follow.

S sogovorniki_cami se bomo pogovarjali o izvorih rasističnih političnih ideologij, ki uokvirjajo sedanji trenutek in omogočajo spremljanje genocida v Gazi v živo. Kaj nam pojasnjujejo dekolonialnost in vodila Gibanja neuvrščenih, kako smo prišli do nekro-politik, ki se ne ukvarjajo več z dobrobitjo ljudi, ampak s tem, koga se lahko kdaj pusti umreti; zakaj so Združeni narodi leta 1975 sprejeli resolucijo, ki je sionizem označevala za rasistično ideologijo, in kaj pomenijo politike naseljenskega kolonializma in apartheida za ljudi, ki živijo pod nezakonito izraelsko okupacijo?

We will discuss the origins of the racist political ideologies that frame the present moment and make it possible to follow the genocide in Gaza live. What explains the decoloniality and the guiding principles of the Non-Aligned Movement; how did we arrive at necro-politics that are no longer concerned with the well-being of people, but with who can be left to die; why did the United Nations adopt a resolution in 1975 that labelled Zionism a racist ideology; and what do the policies of settler colonialism and apartheid mean for people living under illegal Israeli occupation?

Roza kapitalizem predstavlja izraelsko taktiko manipulacije, ki s svojimi mavrično obarvanimi in na videz LGBTIQ+ vključujočimi kampanjami dejansko zakriva grozodejstva genocida, ki jih država izvaja nad prebivalkami_ci Palestine. Zlovešče taktike so razširjene na mnoge države Bližnjega vzhoda in Severne Afrike, vsaka po svoje pa so dokaz, kako kolonizacija vzpostavlja in omogoča državno sponzorirano LGBTfobijo. Kako točno deluje roza kapitalizem? Kaj je homonacionalizem? Kako lahko LGBTIQ+ osebe in skupnosti razvijamo veščine prepoznavanja in zavračanja kolonialnih politik znotraj LGBTIQ+ družbenih gibanj? Prostor bo namenjen razmišljanju in prevpraševanju LGBTfobnih politik sionizma, ki poosebljajo kolonialne moči trdnjeve Evrope, se neizpodbitno manifestirajo v diktatorskih režimih zaveznic Izraela. O izvorih in mehanizmih delovanja roza kapitalizma ter kvir dekolonialnih praksah upora bo spregovorila Samar Zughool, politologinja in raziskovalka iz Jordanije, katero Samar opisuje kot produkt britanske kolonizacije, na katero ima dogajanje v Palestini izjemen vpliv.

Pinkwashing represents Israel's tactic of manipulation, where its rainbow-colored and seemingly LGBTIQ+-inclusive campaigns actually obscure the atrocities of genocide that the state carries out against the inhabitants of Palestine. These sinister tactics are widespread in many countries of the Middle East and North Africa, each uniquely demonstrating how colonization establishes and enables state-sponsored LGBTphobia.

Nemčija ima za sabo dolgo zgodovino rasizma, ki je v prejšnjem stoletju vodil do številnih genocidov - Herero in Nama genocidov, ter kasneje do holokavsta. Danes Nemčija odločno stoji za dejanji Izraela proti palestinskemu narodu, kljub številnim svarilom, da ta dejanja pomenijo ponoven genocid. V tem panelu Iva Ramuš Cvetkovič, raziskovalka s področja prava in kriminologije, govori z dvema pripadnikoma manjšin v Nemčiji, in sicer z izraelsko Judinjo Udi-Raz ter s Palestincem Salahom Saidom, z namenom razprave o tem, kako rasizem, konkretno: antisemitizem in islamofobija, igra pomembno vlogo v vlogi Nemčiji pri izvajanju genocida v Gazi. Govora bo o kriminalizaciji pro-palestinskega gibanja, omejevanju protestov, posegih v svobodo izražanja in akademsko svobodo, cenzure in dvojnih standardih pri varovanju manjšin in spoštovanju mednarodnega prava.

Germany has a long-standing history of racism, which has in the last century led to several genocides - Herero and Nama genocides in Namibia and later on the Holocaust. Today, Germany stands firm behind Israel's actions against Palestinians, despite the numerous warnings that these actions constitute another genocide. In this session, Iva Ramuš Cvetkovič, a researcher of law and criminology, speaks to two members of minorities in Germany: Udi Raz, a Jewish-Israeli, and Salah Said, a Palestinian, in order to discuss how racism, particularly antisemitism and islamophobia, play out in Germany's role in Gaza genocide. The discussion will cover the criminalization of pro-Palestinian movement, limitation of protests, interferences with the freedom of speech and academic freedom, censorship and double standards in minority protection as well as respect for international law.

Akademske institucije so ključni del ideološkega in institucionalnega gradbenega odra izraelskega režima okupacije, kolonializma in apartheida zoper palestinsko ljudstvo. V luči genocida, ki ga Izrael že od svojega umetnega nastanka leta 1948 izvaja nad Palestinkami ter Palestinci in ga je oktobra 2023 intenzivirala v katastrofalne razsežnosti, se je po svetu razširil nov val študentskih zasedb univerz in fakultet. Izobraževalne institucije so same vpletene v globalen sistem zatiranja, ki Izraelu omogoča nemoteno delovanje in vso raziskovalno podporo. Študentstvo je prepoznalo, da univerze legitimizirajo in soustvarjajo genocidno državo Izrael in nase prevzelo odgovornost, da se temu upre. Na tribuni bodo študentke in študenti iz regije razpravljali o svojih različnih izkušnjah v prvih vrstah študentskih okupacij, razlogih za proteste, odzivih univerzitetnih uprav in fakultet ter strategijah in trenutnem razvoju dogodkov – vse to z namenom poudarjanja razloga, zakaj to sploh počnejo in zakaj bi to moral početi prav vsak izmed nas.

Academic institutions are a key part of the ideological and institutional scaffolding of the Israeli regime of occupation, colonialism and apartheid against the Palestinian people. In the light of the genocide that Israel has been perpetrating against Palestinians since its artificial creation in 1948, and which intensified to catastrophic proportions in October 2023, a new wave of student occupations of universities and faculties has spread around the world. Educational institutions are themselves significantly embedded in the global system of oppression that allows Israel to function and receive all the research support it needs. Students have recognised that universities legitimise and co-create the genocidal state of Israel and have taken it upon themselves to resist it. At the Tribune, students from the region will discuss their different experiences on the front lines of student occupations, the reasons for the protests, the responses of university administrations and faculties, and the strategies and current developments – all with the aim of highlighting why they are doing it in the first place and why each and every one of us should be doing it too.

Umetnointeligenčni sistemi že vrsto let igrajo pomembno vlogo pri nadzoru, zatiranju in pobijanju Palestincev s strani Izraela, njihova uporaba pa se je v zadnjem obdobju še intenzivirala. A edini cilj izraelskega vojaško-industrijskega kompleksa ni nediskriminatorno ubijati, temveč smo priča uporabli zasedenih palestinskih ozemelj kot poligona za testiranje orožja in tehnologij nadzora, ki jih Izrael prodaja na svetovnem trgu. Kaj uporaba tehnologij Lavender, Gospel ali Blue Wolf s strani Izraela pomeni za širši boj proti militarizaciji in družbi nadzora? Kako razumeti razvoj in rabo umetnointeligenčnih tehnologij v kontekstu kolonializma, rasizma in kapitalizma? Kaj sporočata normalizacija in legitimizacija rabe vojaških in nadzornih umetnointeligenčnih sistemov? Zakaj je pomembno preizpraševati premikanje fokusa od etičnosti rabe umetne inteligence k tehnosolucionizmu in “zgolj” odpravljanju tehnoloških napak? Kot je izpostavil A. Loewenstein: “Kar se začne v Palestini, tam nikoli ne ostane.” Na panelu bodo sodelovali Rama Salahat, Lior Volinz in Iva Ramuš Cvetkovič. Pogovor bo vodila Jasmina Ploštajner.

The use of artificial intelligence systems has played an important role in the surveillance, oppression and killings of Palestinians by Israel for many years, and it has intensified in the recent period. But the sole aim of the Israeli military-industrial complex is not to kill indiscriminately, but to use the occupied Palestinian territory as a testing ground for weapons and surveillance technologies that are later sold on the global market. What does Israel's use of Lavender, Gospel, or Blue Wolf technology mean for the broader struggle against militarisation and the surveillance society? How to understand the development and use of AI technologies in the wider context of colonialism, racism and capitalism? What does the normalisation and legitimisation of the use of military and surveillance AI systems convey? Why is it important to question the shift in focus from the ethical use of AI to techno-solutionism and "merely" fixing technological errors? As A. Loewenstein pointed out: "What starts in Palestine never stays there."

Medtem ko smo po eni strani priča rasističnim nasilnim dejanjem izraelskih oblasti nad Palestinci, je rasizem vpet tudi v tehnologije in prakse, ki uvajajo vojaški nadzor v Palestini. Te prakse, ki si jih delijo izraelska vojska, policijske sile ZDA in drugi svetovni vojaški partnerji, se razvijajo z eksperimentiranjem na ranljivih skupnostih, pri čemer se za pripisovanje kaznivih dejanj uporablja optika rase. S pomočja analize razvoja vojaških tehnik, uporabljenih pri invaziji in okupaciji Gaze, obravnavam rasizem kot tehnološki pojav, ki je podlaga sodobnim pojmom varnosti in boja proti različnim oblikam odpora.
Medtem ko smo po eni strani priča rasističnim nasilnim dejanjem izraelskih oblasti nad Palestinci, je rasizem vpet tudi v tehnologije in prakse, ki uvajajo vojaški nadzor v Palestini. Te prakse, ki si jih delijo izraelska vojska, policijske sile ZDA in drugi svetovni vojaški partnerji, se razvijajo z eksperimentiranjem na ranljivih skupnostih, pri čemer se za pripisovanje kaznivih dejanj uporablja optika rase. S pomočja analize razvoja vojaških tehnik, uporabljenih pri invaziji in okupaciji Gaze, obravnavam rasizem kot tehnološki pojav, ki je podlaga sodobnim pojmom varnosti in boja proti različnim oblikam odpora.

While on the one hand we witness racist acts of violence by Israeli officials against Palestinians, racism is also imbued into the technologies and practices that impose military control in Palestine. These practices, shared among the Israeli military, US police forces, and other global military partners, are developed by experimenting on vulnerable communities, using the optics of race to assign criminality. Through surveying the development of military techniques used in the invasion and occupation of Gaza, I discuss racism as a technological phenomenon, which underpins contemporary notions of security and counter-insurgency.

Sporazumi iz Osla so prinesli pomemben premik v palestinskem boju, saj so diskurz iz osvoboditve preusmerili v izgradnjo države. Ta premik je ogrozil prizadevanje za svobodo in ga zreduciral na iluzijo samoupravljanja majhnega dela zgodovinske Palestine. Ustanovljena je bila Palestinska uprava (PA) kot upravni organ, redefinirana palestinska pravica do samoodločbe in priznanje Izraela kot legitimne države. Oselski sporazum je razdrobil palestinski osvobodilni projekt in pustil milijone ljudi v izgnanstvu, v Izraelu in v Jeruzalemu brez ustreznega zastopstva.
Palestinska uprava, ki naj bi bila začasni organ, je postala represivni režim, ki služi kot varnostni posrednik Izraela. Nedavna evropska priznanja palestinske državnosti, ki so svojem bistvu izkaz drzne solidarnosti, dejansko legitimizirajo Palestinsko upravo in zanemarjajo kolonialno naravo Izraela ter nerealost palestinske države, upoštevajoč infrastrukturo izraelskih naseljencev na Zahodnem bregu.
Za premik naprej morajo Palestinci in svetovno solidarnostno gibanje obsoditi uveljavljene zatiralske okvire in izkoristiti ta zgodovinski trenutek in predlagati drzno novo politično obzorje. V razpravi bomo osvetlili prihodnost političnega oblikovanja in nova obzorja emancipacije za Palestince, raziskali, kaj pomeni biti aktiven udeleženec osvoboditve, vlogo kulture pri vzpostavljanju novih vrednot in kako se lahko ta nova politična misel praktično manifestira.

The Oslo Accords marked a significant shift in the Palestinian struggle, transitioning the discourse from liberation to state-building. This transition compromised the quest for freedom, reducing it to an illusion of self-governance on a small fraction of historic Palestine. The Palestinian Authority (PA) was established as a governing body, redefining Palestinian self-determination and recognizing Israel as a legitimate nation. This agreement fragmented the Palestinian liberation project, leaving millions in exile, inside Israel, and in Jerusalem without proper representation.
The PA, intended as an interim body, has become a repressive regime serving as a security proxy for Israel. Recent European recognitions of Palestinian statehood, while in essence showcase bold solidarity, actually legitimize the PA and ignore Israel's colonial nature and the impracticality of a Palestinian state due to Israeli settler infrastructure in the West Bank.
To move forward, Palestinians and the global solidarity movement, must denounce established oppressive frameworks and seize this historic moment to propose a bold new political horizon. This discussion will explore the future of political formation and the new horizons of emancipation for Palestinians, examining what it means to be an active participant in liberation, the role of culture in establishing new values, and how this new political thought can be practically manifested.

Nedavno sprejeta resolucija Združenih narodov o mednarodnem dnevu spomina na genocid v Srebrenici leta 1995 je navidezno destabilizirala institucionalno zakoreninjeno zanikanje genocida. Prinesla je grenko olajšanje preživelim žrtvam genocida v Bosni, ki si že skoraj trideset let prizadevajo za priznanje svoje izgube. Kljub temu smo se zaradi Resolucije vprašali, kako lahko Nemčija, ena od držav, ki je sponzorirala besedilo Resolucije in pozdravila duh „nikoli več“, danes podpira genocid v Gazi, v katerem je bilo ubitih in izginulih že več kot 185.000 ljudi.
Podobno že več mesecev opazujemo meddržavne razprave in politične manevre, ki te dni spremljajo priznanja palestinske države in ki zgolj navidezno povečujejo palestinsko prisotnost v mednarodnem prostoru. Namreč nobena od teh razprav ni prinesla premirja v Gazi ne končala kolonialnega terorja naseljencev na Zahodnem bregu. Namesto tega je proces priznavanja zasenčil tako produkcijo grozodejstev, ki smo mu priča, kot samo dejstvo, da palestinska država nima suverenosti in avtonomije. Služi le sionističnemu političnemu projektu, ki še naprej nadzoruje palestinska življenja in zemljo, ter zahodni liberalni politiki, ki podpira kolonialno željo, pogled in širitev.
V tem pogovoru vabimo občinstvo, da spremlja nasilje - strukturno, politično in epistemsko - ter razkrije sokrivdo zahodne liberalne in regionalne etnonacionalistične politike pri reproduciranju dvojnih meril politike (proti)genocidu z (de)lokaliziranjem in (de)rasiziranjem populacij, s čimer se “pobeli” brutalnost vsakodnevnega klanja, stradanja in razčlovečenja Palestincev v Gazi.
Pogovor bodo obogatili raziskovalci Nidžara Ahmetašević, Piro Rexepi, Sladjana Lazić in Emina Bužinkić. Pričakujemo, da bo ta dialog odmeval med propalestinskimi gibanji po vsem postjugoslovanskem prostoru ter v smiseln razmislek in delovanje vključil širše občinstvo.

The recently adopted UN Resolution on the International day of reflection and Commemoration of the 1995 genocide in Srebrenica has seemingly destabilized the ongoing, institutionally entranched, denial of the genocide. The Resolution barely offered relief to the survivors of the genocide in Bosnia who have sought recognition of their loss for nearly thirty years. However, the Resolution made us also question how Germany, one of the countries sponsoring the text of the Resoluton and hailing the spirit of “never again”, can at the same time support the ongoing genocide in Gaza that has reached over 185,000 killed and disappeared.
Similarly, for months we have observed the interstate discussions and political maneuvers surrounding the recognition of the Palestinian state these days, which only seemingly elevate Palestinian presence in the international realm. Yet, none of these discussions brought ceasefire to Gaza nor ended settler colonial terror in the West Bank. Instead, the process of recognition has overshadowed both the current atrocity production and the very fact that the Palestinian state has no sovereignty and autonomy. It merely serves the Zionist political project remaining in control of the palestinian lives and lands, and western liberal politics undergirding colonial desire, gaze and expansion.
In this conversation we invite the audience to trace the violence - structurally, politically, and epistemically - and unveil the complicity of the western liberal and regional ethno-nationalist politics in reproducing the double standards of (anti)genocide politics, by (de)localizing and (de)racializing populations as means of whitewashing the brutality of the everyday slaughter, starvation and dehumanization of the Palestinians in Gaza.
This conversation will be enriched by the insights of researchers Nidžara Ahmetašević, Piro Rexepi, Sladjana Lazić, and Emina Bužinkić. We expect that this dialogue will resonate with the pro-Palestinian movements across the post-Yugoslav geographies and engage a wider audience in a meaningful reflection and action.
